The reason for the rise in rats is likely repairs being done in the sewers. MSD has been conducting smoke tests and in the rats favorite hangout forcing them to relocate.

In an Overland gym those affected came to learn and lament at a town hall meeting. Tom Vitale used to have rats but traps and cats have taken care of his problem he wishes other residents would do the same.

A lot of talk centered around abandoned or neglected where rats can safely multiply. City council members wanted to look into tackle those problems as well as baiting the sewers in hopes of halting the rise of rats in Overland.
