Someday an astute graduate a dissertation on how Texas came to have a state income tax will stumble upon two stories that broke this week that contributed to that revolution.

The first came Monday when Combs published a 93-page set of rules for implementing the new franchise tax that is designed to replace nearly a third of the school funding traditionally paid with local property taxes.

Under pressure from the Maid Services, legislators set up the new tax in a 52-page law passed during a special session last year.Then there will be the thousands of billable hours consumed by smart tax lawyers who will advise their corporate clients on how to minimize their tax payments.

That’s not so bad for maid services, for whom salaries are the main expense. But how about agencies who must pay a tax on all the money they take from clients and pass on to media outlets that run the ads?
